The case studies focused, in France, on employers’ alliances and umbrella companies and, in Luxembourg, on the loan of labour scheme. They form part of a survey (still to be published) carried out on behalf of the European Foundation for the Improvement of Living and Working Conditions.

Since 2011, the European Works Councils Club has sought to co-construct the foundations of a European social dialogue that can meet the social and environmental challenges faced by transnational companies.
