La direction de Nokia et un groupe spécial de négociation ont signé, le 30 octobre 2024, un accord de CE européen pour remplacer le CE européen qui fonctionnait sur les bases des prescriptions subsidiaires de la directive. L’accord prévoit la mise en place d’un comité restreint de 5 membres, mais sans désigner de secrétaire. Les négociateurs ont souhaité éviter une relation privilégiée entre la direction et l’un d’entre eux. Deux réunions annuelles sont prévues et d’autres en cas de circonstances exceptionnelles. Pour cela, un projet doit avoir un impact « significatif », résultant soit de licenciements collectifs, soit de modifications substantielles affectant au moins 100 salariés dans au moins deux États membres. En termes de moyen, le CE européen peut recourir à des experts, pris en charge par la direction et à un coordinateur syndical (sans prise en charge). Compte tenu des outils de traduction automatique et d’IA générative, l’accord exclut sauf exception, la prise en charge de traduction par la direction. Le texte encadre la remise d’informations confidentielles. « L’accord comporte encore des lacunes, explique Linas Maknavicius, membre (CFE-CGC) du CE européen, mais le dialogue social est plutôt bon, et nous avons pu mettre en place un groupe de travail sur le rapport de durabilité (ESG), malgré le fait que ce ne soit pas prévu dans l'accord. Ce groupe de travail a pu donner un retour sur la partie durabilité du rapport annuel Nokia 2024 ».
